The Senior Agrarian Reform Program Technologist is a key position within the DAR Municipal Office, acting as the alter-ego of the office head. This role involves a blend of supervisory responsibilities and hands-on fieldwork. The Senior Agrarian Reform Program Technologist oversees a team of field office staff and ensures the effective implementation of the Comprehensive Agrarian Reform Program (CARP) projects through field validation, investigation, data gathering, and research.
Key Responsibilities:
1. Supervision and Leadership:
a. Oversee and mentor a team of Agrarian Reform Program Technologists in the field office.
b. Act as the deputy to the head of the DAR Municipal Office, stepping in as needed.
c. Ensure team members are effectively carrying out their duties and meeting project timelines.
2. Fieldwork and Project Implementation:
a. Conduct field validation and investigations related to CARP projects.
b. Gather and research data essential for the successful implementation of agrarian reform projects.
c. Coordinate with other government agencies, local government units, and stakeholders to facilitate project activities.
3. Reporting and Documentation:
a. Prepare detailed reports on field activities, findings, and project progress.
b. Maintain accurate records and documentation related to CARP projects.
4. Compliance and Standards:
a. Ensure all activities comply with relevant policies, regulations, and standards.
b. Promote and uphold the objectives of the Comprehensive Agrarian Reform Program.
5. Stakeholder Engagement:
a. Engage with agrarian reform beneficiaries, community members, and other
stakeholders to gather input and feedback.
b. Address concerns and issues raised by stakeholders in a timely and effective manner.
1. Reviews and consolidates demographic profile of Personnel Strength;
2. Monitors and updates all of employees’ Service Records & prepares Notice of Step Increment (NOSI) of identified employees;
3. Reviews and consolidates Statement of Assets and Liabilities and Net Worth (SALN) of personnel to be submitted in the Ombudsman;
Reviews and consolidates the updated Individual Development Plan (IDP) and Personal Data Sheet (PDS) of employees to be submitted to DAR Central Office;
4. Organize, prepares logistics including proposal & purchase requests and facilitates conduct of training/seminars for personnel;
Organize, prepares logistics including proposal & purchase requests of Special Projects implemented by the office as instructed by the Head of the Office (PARPO II);
5. Consolidates training outputs after the end of trainings, prepares training completion report and facilitates the liquidation report (complying all its attachments) of activities;
6. Prepares Special Orders, Memorandum, Notice of Meetings, Urgent Reports & Letter Replies/Communications as instructed by the Provincial Chief Administrative Officer (PCAO) & PARPO II;
Review and consolidates application documents of applicants for vacant (promotion & entry level) positions in the office, prepares Comparative Assessment Form (CAF), records and prepares the resolution and minutes of the meeting during HRMPSB Conferences, Deliberation & Interview Proceedings, prepares and ensures the completeness of necessary documents and attachments of the results of the Provincial HRMPSB deliberation to be submitted in the Regional HRMPSB;
7. Facilitates employees’ requests and ensures the completeness of their submitted requirements in relation to their request for Travel Authority for their overseas travel or Scholarship Applications subject for approval of the PARPO II and for submission to the DAR Regional Office;
8. Prepares employees’ Certificate of Employment with Compensation, Leave Balances, No Pending Case, Permit to Study and other relevant Certificates that shall be issued by the Human Resource Section;
9. Records and computes the leave balances of personnel;
Computes Terminal Leave of employees;
Documents DAR related activities and writes news articles for publishing;
10. Documents and writes agrarian-related success stories;
Edits & Layouts newsletter publication, pictures and videos relevant to the information dissemination of projects & programs implemented and to be implemented by DAR South Cotabato;
11. Co-manages DAR South Cotabato official Facebook Page & prepares quarter report of the Official page’s engagement performance;
12. Prepares and reviews payroll of regular and contract of service employees;
13. Process and reviews voucher for salary, salary differentials, employer & employee remittances and longevity pay complete with documentary requirements; and
14. Supervises and control financial resources through processing payment for various claims.
