Monitoring Report on Targets Vs. Accomplishments

During my experience in a Government Agency, one of my task is to encode the accomplishments of different Sectors/Offices /Committee into a Google Sheet, raw data comes from their submitted commitment at the start of year and their accomplishment report every semester. The process is to input their targets per office as well as their accomplishments every semester. Objective is to assess whether they meet their targets or not. Monitoring and Updating is done every semester.
