MANAGEMENT REPORT
2020 was been a challenging year for all of us. The COVID-19 outbreak resulting in the imposition of community quarantine and minimum health protocols made several establishments and industries’ operations cease, had many to lose their jobs, limited face-to-face interaction, traveling restricted which needed requirements, and others.
Despite all these adversities and pressing economic issues we faced, it is with great honor and pride that QUIRELCO remained resilient. Truly, “Katatagan sa gitna ng mga pagsubok” best describes Quirino Electric Cooperative during those difficult times.
After forty-five steadfast years, the dedication and hard work of our employees, officers, stakeholders, and Member-Consumer-Owners were rewarded. At last, QUIRELCO is now categorized as a Triple-A Cooperative because of its exemplary performance and compliance with financial, institutional, and technical parameters and reportorial requirements. Our EC also received recognition as Most Improved EC for its remarkable improvement with a monumental leap from category B cooperative to Triple-A.
INSTITUTIONAL SERVICES DEPARTMENT HIGHLIGHTS
To attain the highest level of service excellence, the cooperative must have a responsive, disciplined educated, and dynamic human resourcing strategy. The cooperative regularly conducts employees training and seminars to maximize their capabilities and increase productivity. Likewise, it gives due recognition and awards to deserving employees.
It is now a challenge for the EC to maintain its category, especially now that the number of MCOs and household connections continues to rise. As of December 2021, the coop has a total number of members 51,463 compared to the previous years. In order for us to provide quality and efficient services to our MCOs, we must encourage our consumers to engage with our programs and activities as well as give feedback through our Facebook page QUIRELCO or at the Consumer Welfare Desk at the nearest sub-office. Likewise, the cooperative organized the Member Consumer Owners organization from Barangay, Municipal to the Provincial level through the Member Consumer Owners Program for Empowerment (MCOPE) to empower MCOs as its partner in rural development through the rural electrification program.
Our cooperative envisioned constructing sub-offices in all municipalities of Quirino, thus, the Saguday sub-office was constructed in 2020 while the Cabarroguis sub-office was built in 2021. Both sub-offices are now operational and provide services for the convenience of our MCOs.
To ensure the safety of both our employees and MCOs, the EC complies with all the health and safety protocols during the pandemic. QUIRELCO was awarded with the Safety Seal from the Department of Labor and Employment (DOLE) last 2021.
As part of our environmental advocacy, we regularly conduct tree-planting activities in the municipalities of Nagtipunan, Cabarroguis, and Diffun.
During the ECQ period, the Pantawid Liwanag program from the Philippine Rural Electric Cooperatives Association (PHILRECA) was also implemented. This program sought to provide aid to our MCOs who are categorized as “lifeline consumers.”
To help uplift the lives of our MCOs, we support the KADIWA ni Ani at Kita program of the Department of Agriculture (DA) which aims to ensure that food commodities are made available, affordable, and accessible to the community. Our main office provides a venue for the KADIWA suppliers to directly sell their harvest like vegetables, root crops, fruits, and souvenirs to the consumers.
FINANCIAL SERVICES DEPARTMENT HIGHLIGHTS
Our cooperative has been so blessed even at the hardest time. Our financial operations generated a profit despite the consequences of the pandemic. The recorded net surplus for the year 2020 was PHP34.7 million, an increase of 2071%? as compared to the year 2019 with a net surplus of PHP 7 Million. It is due to the effects of the pandemic with which we have been confined in our houses most of the time. Many employees also worked from home and students were doing online studies which remarkably contributed to the superlative increment of their power consumption which had positive results for our revenue. However, in 2021, despite selling more kilowatt-hours, the net surplus fell by 80% achieving only Php 6.9 Million for the year due to the sudden increase in the price of electricity.
Within the year 2020, the average rate for residential is Php 9.7764/kWh and Php 8.2710/kWh for low-voltage customers. For 2021, our average power bill rate for residential reached Php 10.8396/kWh and Php 9.3342 for low voltage customers.
Due to everyone’s collaboration, including the MCOs, a 101.43% collection efficiency was recorded in 2021. The National Electrification Administration (NEA) and PHILRECA acknowledged this effort and awarded the EC as Best in Collection Efficiency. The management anticipates the MCOs’ ongoing support of the efforts as we continue to gear up to the new normal and deal with the ongoing effects of the global crisis with a sincere hope that our cooperative will continue to have positive financial results amidst all of these.
TECHNICAL SERVICES DEPARTMENT HIGHLIGHTS
On the technical aspect, QUIRELCO managed to lower the system’s loss by 0.42% for the year 2021 with an average recorded level of 11.88% compared to 12.30% in 2020. With the limited resources and funds utilized in the Technical Operation, the Technical Personnel has always been determined and has remained in its commitment to lowering QUIRELCO’s system loss to a single digit.
Rehabilitation and upgrading of our distribution system were also implemented throughout the coverage area to improve reliability, efficiency, and power quality, such as the replacement of rotten poles, cross arms, broken insulators, and upgrading of transformers. With regard to future demand for the usage of electricity, we have enough reserved capacity for our three substations.
AUDIT SERVICES DEPARTMENT HIGHLIGHTS
The hardworking and committed employees of the Audit Services Department also contributed to the success of our cooperative. With their audit system, we were able to create reliable financial reports, have internal control and reduce risks of misstatements in the cooperative records and reports. The department also conducts a regular audit of all financial and physical assets of the cooperative.
Another innovation of the EC that will provide convenience to our MCOs is the over-the-counter payment at the producer’s bank. The said mode of payment is available only for current power bill payments through the Producers Bank. We are hoping in the coming months the GCash online payment will be launched as well.
It was an arduous year for us, but because of our hard work, we received awards and recognitions from the NEA, PHILRECA, and LGU-Diffun during the Pammadayaw Festival.
We offer all Glory to the Almighty Father, that through these achievements and challenges, He has made us a better and more sustainable QUIRELCO. We commit our best and strive even harder to provide excellent services within our capacity boundaries to our MCOs. We shall try to go beyond these if we can.
As warriors of lights and advocates for rural development through rural electrification, our electric coop and MCOs must keep on fighting towards our objectives; to sustain and protect the existence of our coop for the benefit of our MCOs not only in the areas of system reliability, system efficiency and affordable rates. We recovered from the effects of the pandemic, and we are now resilient enough to face another adversity that may come and we will survive.
