SUBJECT: Report on the MCPC/LCAT-VAWC Findings
For the Honorable Presiding Officer,
The Joint Meeting of Local Council for the Protection of Children (LCPC) and Municipal Committee on Anti-Trafficking, Violence Against Women and Children (MCAT-VAWC) was done on July 5, 2023 in 3F Simeona Mangaba Hall, New Municipal Building. The agenda is present the LCPC Functionality Assessment Result.
In line with the 2023 Local Council for the Protection of Children (LCPC) Functionality Assessment, conducted by the Provincial Inter-Agency Monitoring Task Force (PIMTF) last April 25, 2023, the Local Government of Atimonan garnered a rating score of 80.83% which as per the Equivalent Adjectival rating means IDEAL.

PIMTF provided recommendations to further improve the Local Government of Atimonan, through:
1. Ensure quarterly meetings and include Child Friendly Local Governance Audit (CFLGA) in the agenda of meeting or meet separately to tackle CFLGA concerns, if there is any. Required meetings should be attended by LCAT-VAWC and not Barangay VAW Desk Officers;
2. Develop LCAT-VAWC Annual Work and Financial Plan (AWFP) reflecting PPAs to address TIP and VAWC. LCAT-VAWC AWFP integrated in LCPC AWFP
3. Provide at least one (1) capacity building activity or training for MCPC and BCPC Members;
4. Establish a dis-aggregated database or local information system on all children within the jurisdiction of Atimonan, and include situational analysis of children;
5. Ensure implementation of PPAs for Local Development Plan for Children (LDPC) to be able to meet its 100% accomplishment;
6. Monitor the implementation of updated Children’s Code. The Children’s Code has been updated in 2023, but the assessment was based on 2022 accomplishments
7. Update the GAD Code, it should be updated not earlier than 2018 for the year it was assessed;
8. Provide a policy that protect trafficked person and VAWC victim-survivor formulated by LCAT-VAWC;
9. Enact an Ordinance on Children in Emergencies; policy on Child Protection;
10. Regularly monitor and ensure the implementation of PPAS to be able to increase the LCPC budget utilization;
Recommendation:
The Committee hereby recommends for a favorable resolutions and ordinances specifically geared into Child Friendly Municipality which is needed on 2023 LCPC Functionality Assessment Test
