• Designs processes and systems which can facilitate the collection of information;
• Analyzes available information to establish patterns and trends in program implementation and service delivery as basis for process and systems improvement;
• Assesses local government activities and recommends proper courses of action;
• Provides advice to stakeholders based on established policies;
• Provides technical assistance in planning, implementing and monitoring of the programs, projects and activities;
• Disseminates and monitors compliance with the implementation of rules, regulations and other Department issuances affecting local government units;

• Provides coordinative linkages with other organizational units within the Department and other agencies/institutions;
• Plans and directs, reviews and supervises the implementation of programs, projects and activities and helps in the formulation of policies, standards, guidelines and procedures for effective local government implementation;
• Establishes and maintains baseline information system in the LGUs;
• Formulates guidelines and procedures on PPA’s implementation, monitoring and evaluation, also in consolidation of reports/status reports/accomplishments, submit findings and recommend policies/guidelines/standards in the improvement of local government performance capability;
• Extends consultancy services and technical assistance on matter pertaining to local governance;
• Maintains morale and discipline among the field office work force; and
• Prepare and consolidate reports.
• Refers to the mandate of the unit in setting goals and underscoring the need to deliver results
• Demonstrates an understanding of the different strengths and areas for improvement for each team member, and uses this understanding in assigning tasks and service process of the Department
• Provides administrative support to the director
• Serves as a liaison between the director, members and external stakeholders
• Coordinates complex schedules, travel arrangements and meetings
